If you have Cingular, they use the "GSM Network". Thus, any Unlocked GSM RAZR, or a Cingular GSM RAZR phone will work for you. Just pop in the SIM card and charge up the battery and go.
Not all Cingular stores are owned by Cingular, I would guess that the one you went to wasn't owned by them, but at least they WERE trying to be helpful. There's usually some strict policies in place for Cingular employees regarding insurance claims.
