1. Don't know anything about neutering.
2. Mia is 22wks 4 lb and I walk her all the time. Just takes a bit more vigilance to keep from stepping on her or others stepping on her. Mia wears a harness and we keep her on a short lead right at heel.
3. Mia is getting better, but has her hyper moments on the bed. I only put her on at bedtime and hold a greenie or bacon edible nylabone for her to chew. Gradually she is learning to stay on the bed and not go near the edge. She has jumped at least twice that we know of - fortunately without harm since my bed is over 3' off the ground at mattress top. I think it has just been something she learned.
4. Mia LOVES the cold. To potty I don't bother with the coat, but I am in NM and the coldest is upper 20's in the middle of the night and only for a few minutes. When we are out for very long, she wears a sweater or coat.
5. Mia is also about 7" to shoulder 4 lb.
6. Nipping - Good Luck! We generally flick her on the nose with a stern 'NO'
It seems to work somewhat.
