If you live in an apartment I would call the landlord....If your pipes are frozen you really don't want them bursting all over the place...They have heat wraps that you can wrap around your pipes...we have one in our garage...we put a glass of water in the garage in the winter...when we notice that it is starting to freeze we plug in the wrap.
