I would maybe take him to another vet. If you explained to your vet how much he is drinking and peeing, I think they would have checked for more than diabetes and not just say it could be a behavior problem. You may want to track his water intake (in oz's), in a day. on average a dog should drink approx one ounce for every pound of body weight give or take, then let the vet know this. If he is sick or has a problem, and needs the water, it would not be good to withhold it from him. If the previous owner had this same issue, I am not sure it is behavioral.
