Cooper will do this when we come home and he really needs to go. If we know that he might really need to go, when we walk in the door we just take him straight out before we talk and pet him. This also could possibly be "submissive peeing", you might want to do a search for that, there is alot of threads on here about it. We had a beagle girl years ago who was a submissive wetter and she never did outgrow it.
