First off when you play with your puppy using only your hands then he of course will think the fingers are play things, and if he can't reach them, then it's on to the toes.
Give him a toy to distract him whenever he goes after something he shouldn't. Never smack a puppy, even if it's just a tap on the nose. Your sending some bad signals to him plus distrust.
