I think because dogs are not really strict "carnivorous". Dogs, especially domesticated dogs are omnivores. They need meat/protein to thrive but will accomodate non-meat in their diet. Unlike dogs, cats, even domesticated cats, are primarily carnivores. The protein content in commerical cat food will be much higher than that of commerical dog food.
