You can get a digital postal scale through the post office. Cant remember if they are 30 or 40 dollars but they are pretty accurate. If the puppy is too big to fit on the scale itself you can put a basket or box or bowl or something on it and tare it back to 0 so that it doesnt count the weight of the object you are weighing them in. Some post offices stock them and if yours doesnt you can order one from USPS.com
