For puppies, that is a good amount of protein (28%). They need it to grow properly.
I found a food that has nice, small, flat kibbles. It's the Castor & Pollux brand, I believe it's PetCo's brand. It is high quality, though
No by products, no wheat, corn, soy, and preserved with mixed tocopherols (vitamin E)
I'm sure you'll find something suitable, it just may take a few tries.
