I used to have a Pom and he had trouble with dry skin too even on good food. I used an oatmeal based shampoo and that helped alot. Poms tend to have dry coats, so a conditioner helps also. Can't remember which one I used on him though. Make sure you brush him lots 'cause when stressed, Poms shed like crazy!
