Of course it is for the $. There is no standard and it is not for health of the pet whether or not the breeder does or doesnt undersstand that point.
I knew very well when the designer breeding started a few years ago it would just be a matter of time before people figured out many of the claims especially hybrid vigour are totally false.
Unfortunately, it was at the cost of the owner paying the Vet to fix stuff, and at the cost of the dog that ended up in trouble.
I am most upset with the temperment problems that have turned up in some of these crosses especially PUggles, where the dog ends up having to be put to sleep.
If you are wanting to buy a puppy or dog and you find a good REPUTABLE purebred breeder, you'll know what you get in the breed, and you will have a breeder you can work with. BUt you have to be careful, anyone can call themselves reputable, the difference is in what they actually are willing to do to protect their line, their breed and help the puppy buyer.
