if he isnt in pain then he could use a cart to help him get about , there are sites on the internet that will make one for your dog.
if its a stroke dogs normaly get over them the first time and normaly get back to normal within weeks.
if he has use of his front legs dogs will learn to crawl to get about and can get on quite well doing this but you have to make sure they dont get sore.
id say take him to another vet have an xray done or scan to see whats going on, if it doesnt show anything wrong then its prob a stroke and he with a bit of luck will be fine in a few weeks.
im keeping my fingers crossed for you both.
i have two 13 year old yorkies so the oldies are close to my heart.
