Unlove trachea collapse

My little Yorkie -Candy- is 5 years old. She was diagnosed with chronicle trachea collapse 2 years ago. All was well with her until she started gaining weight. She weighs 10 pounds now and her breathing has worsened. Sometimes she gets these attacks and fetches for air.
I have put her on a very strict diet. She seems to be doing a little better. However, the problem is that I can't walk her too much, before she starts having problems breathing.
Vet's have told me that a surgery is very risky but that if she would lose some weight she would do much better.
Can someone give me tips in terms of what/how often/how much to feed her?
I walk her "mini walks" three times a day. Is that enough excercise? Will she still lose weight if I feed her less?
thanks
candy's mom
