I truely understand what you're saying, but as I said the Award was established by YTCA and I don't know if the rule will ever be changed. I would guess that is one of the benefits of being a member.
Let me give you a for instance. My mentor has been breeding and exhibiting Yorkies for 40 years with finishing over 100 Champions. She chooses not to be a member of YTCA and the award is not important to her. She has obtained dogs, in the past from YTCA members. When those dogs that she has aquired have completed their Championship she forwards on the necessary proof of Championship to the YTCA owner of the sire/bitch.
