My yorkie at 4 months did the same thing. I thought something was wrong. I think they get tired easy, they are kind of scared about the whole walk thing, etc. Stomper would stop and wouldn't move or lay in the grass when I was trying to walk him! Now at 6 months...he loves them. Just don't give up.
I tried a harness. Stomer did not like it, so I use a collar. It is good for smaller dogs though since the collar will pull on their neck.
