Ted's sneeky & doesn't always let me know he wants out. He sometimes pees in our laundry or tiled hallway. We live near Chicago where it's cold in the winter. Often he doesn't want to go out & won't do anything when he's out there, then will urinate inside.
When Loki is sleeping during the day he goes out every 2-3 hours. At night he tends to sleep through the night and only goes out in the middle of the night about once a week. When he is active and playing he goes out about every hour. He also poops about twice a day. I'd say what you describe is totally normal.

We also live near Chicago and honestly, with this mild weather he shouldn't be having a problem. Loki doesn't even want to be bothered to put his coat on. When it is rainy sometimes I have to insist that he go outside, but he always does. He used to run to the door and ring his bells and then try to run outside and right back in. If I stood on the porch and told him to go potty he would go quickly and come back. After doing this several times he figured out that the rules don't change because it is raining. You should NOT be allowing him freedom if he is not going when he is outside. You should crate him and then try again later and when he does go, then he can have freedom.
