Cooper has flown 4 times and never has anyone asked for his health certificate. We do get one everytime though, because, if they SHOULD ask for it and you don't have it, they won't let him go. Vets do charge for health certificates, it's a form that has to be filled out, not just a letter saying they are healthy. We have thought before about not getting one, since have never been asked for one, but figure we don't need the additional worry if we didn't have it.
