It is location, location, location, Port Richey and Palm Harbor are close to Tampa. But Tampa is big, close to North Tampa (20-30 minutes) or South Tampa (45-75 min). It really depends on where your husband may be working. . .

I lived there for five years--I worked in South Tampa, lived in Clearwater (well south st pete for a year), and my now husband lived in Valrico, so I know some about the different areas and about the drive. Mine was 35 in the morning and 75 after work. . . Schools are what you make of them, some are better than others, housing can be expensive, but both houses I owned there appreciated quickly. . .
