She looks like she will be some degree of silk to me, the coat reflects too muc light to be cotton IMO...you need to get a fine tooth metal, comb and comb to the roots...remove the puppy fuzz...if you can not let a groomer do it. If you are leaving in a conditioner, make sure it is not oil based, oil attracts dirt and mats the hair.. Coat Handlers is water based, made for Yorkie coats......it is best to rinse out the conditioner and use a conditioning spray when brushing her daily.
I still think silk will be her adult coat...her puppy coat does not look matted..it may tangle, but does it mat in huge knots so tight you can not remove them,.only cut them out?
