The blood work can detect any abnormalities before the surgery is done, which in the long run is good. Say, if in the future he gets sick, they have a baseline to go from.
An IV drip is the way they hydrate him during and after the procedure, since he won't be able to have anything to drink the day of surgery. It also allows them a quick way to give emergency drugs if needed.
If I had to choose, I would go with the IV if your baby is healthy and there is no history of illness.
I am an OR nurse and we have done many surgeries without bloodwork, but very few without an IV.
