I Have A Few Dogs And They All Do The Same Thing As Puppies . Just Hang In There And Keep Trying A Little At A Time. Maybe You Can Make A Treat Trail Like The Wizard Of Oz.. Sometimes Food Is Your Best Motivator . Preplan Your Walk And Then Take Your Pup Out . I Like The Harness, With That You Can Almost Gently Lift Them Off Their Feet And Have Them Continue To Move When They Sit. Please Do Not Use The Collar If You Do Not Have To , Its To Risky And On The outside Of The House Where There Are Cars Sometimes They Slip Off The Neck If They Pull the Other Way . Otherwise You Might Have To Make It To Tight Not To slip off which can hurt them .. Good Luck
