He isn't active because he is starving. So called regulating to keep him tiny is nonsense. His genetic make up will determine his size. Improper feeding will kill him.
He should be on free feed, meaning food down all the time. This is abuse and could cause death if he goes hypoglycemic. It would probably be considered cruelty and I hope someone who knows about it steals the dog from her and hope she never gets another one.
Not proper feeding can cause malnourishment health problems, ricketts, kidney/liver failure and other permanent health problems.
I hope she does not keep the puppy and never gets another one.
