We learned in puppy school that dogs do not generalize from one location to another. For example, Gracie will "down" at home without hand cues, but will in no way do this at puppy school. We were told that we need to train for each new environment, and train for distractions. I think you hit the nail on the head. Perhaps you can schedule some "trips" to grandmas on the weekend, or on days off, when you can work with your baby on using the pads there, and you won't be busy tied up visiting etc. I don't use pads except at home. When I take Gracie to other people's homes, I potty her outside on the way in, before we get into the car to go home, and every 1-2 hours in between. I also limit her water while we are visiting. She has not had one accident at another person's home yet, knock on wood!
