I think you could answer your own question. Do you think doing the same thing to a human child would affect his health? OF COURSE!!!
Why would a dog or ANY living thing not be any different 
Sorry, but this is very ill to read and simply your sister has no heart. 
My boy is small framed and although he eats all he wants (free kibble-high quality).........he gets a little belly but his frame is still tiny.
