If you can - when you let her outside to go potty, try to take her AWAY from the other dogs and put her in the grass and tell her to "GO POTTY" - but use a stern voice. Also, I know it's SUPER COLD outside right now...but I would not let her go inside until she has went to the bathroom. If she absolutely will NOT go - I would take her back inside (so that the poor little thing doesn't freeze!) but take her out very often until she goes - because these little things have very small bladders and they can't "hold it" for long - so when they have to go, THEY GO! lol
I have 2 other dogs outside, and when my little guy was a baby, he did NOT want to go potty when I took him outside either, all he wanted to do was PLAY with the other dogs

I would have to make the other 2 dogs STAY (on the patio, or wherever) and I would have to pick my baby up and walk to the very BACK of the yard, or on the side of the house, and put him in the grass and just let him sniff until he went. I would be very quite and give him his space - so that he could sniff and "explore" lol - and ever so often I would say, "Stedman, GO POTTY" (using a stern voice) - and eventually, he got the hang of it!
