Consider yourself lucky, from what I can see he looks fine, a real cutie at that! It just takes patience, the hair has to be long enough to stay in a topknot, you could try a baby barrette, but I am always afraid they will swallow it. I would rather wait it out.
Sahara has the tiniest muzzle of any Yorkie I have ever seen and the hair on the muzzle goes straight up to meet the bangs! She is now 8 months and just yesterday for the first time I got to see her eyes because it is long enough to stay in a top knot, but the muzzle hair is still too short to flatten down, but soon.
