Default Need ideas to keep Phoebe safe!

Hi there. Most of you know I have my adorable little Phoebe, 8 months old. We recently remodeled our family room into the school room (homeschoolers), but it's upstairs and has a wood rail. Phoebe is just small enough to fit through the rails and she loves to escape. I'm worried that she will poke her head out of the part that drops off and fall down and be killed. Very scary. I tried draping a quilt over that part but she quickly figured out how to move it aside. She has escaped through the part where the stairs are several times. Barring having boxes in front of the entire railing, I don't know how to keep her in! She's fine if we are ALL up here, but if someone goes down, she's curious.

I was thinking there might be some type of netting people use on their decks or something? Obviously I don't want something ugly like chicken wire or anything. Maybe something mesh that I can tie on? Any ideas?
