Loki could not hold it for an hour until he was like 5 months old.

Having the water bottle up is fine for some dogs but not for others. Most people leave a full bowl of water out all the time. I used to do that and Loki would drink the entire 16oz bowl and then have to pee 15 times in the next hour. He drinks any water that is down, so he only gets a few ounces at a time. I can't leave water in his crate because he will not drink it when he is thirsty he will drink it immediately. Try watching how much she drinks. They are supposed to drink 1-1.5 oz per pound of body weight per day. Loki drinks twice that, but he's housetrained so I don't really care if I have to let him out every hour. It was extremely frustrating during crate training though. Measure the water for a few days and see if scheduling water breaks might help.
