It's called the free photoshop & if you haven't really played with photoshop it can be tricky. what I would do is look on the net for FREE TRIALS - Nova's
Photo Explosion has a great program and gives you a free month - it's a really cool program and you can do a ton with this one - and it's a bit easier than Gimp
also for framing pictures - Frame Show is really easy and you get a free month -
