Breakage will occur when you brush a dry dog. Period. But it could be minimal.

And one should always brush their dog prior to a bath. If there are any mats, bathing them w/o removing them first will only make those mats tighter.

Using a good detangling spray prior to bathing is a fabulous idea and is best for the coat. If you're not trying to grow a show coat, then don't worry about brushing your dog w/o using any products prior to bathing, unless they're terribly matted.
