Not too young at all!
And if you have the bells on the door, I'd recommend that you hang them, instead, on the wall right next to the door so they're not always chiming each time you go outside. So she distiguishes the difference...you too...that when you hear them she's made a touch more effort to show you "Hey mom! I gotta potty!!".
