It might require a bit too much digging, but something that might work would be to dig a trench on your side of the fence and pour in some of that easy mix concrete. Just pour it from the bag into the hole and add some water. It should permanently stop the diggers! The concrete bags aren't that expensive, but it would require some work.
It sure would make your life alot easier if your neighbor would do his part and look after his dogs! I can imagine how frustrating it is for you. Hopefully you find a solution soon, hon.
