Sound's like your vet does not know to much about yorkie's?At 9 week's old those pup's weight is just fine.Potty pad training can start at any time.The sooner you do it the beter for you and your floor's.I say go for it and maybe consider finding a vet that know's more about the yorkie breed.Good luck!
