When I trained my chelsea, she is 3 month old. I am lucky that she gets it after 4 weeks. I basically associate outside for potty or pee. So I take her outside to potty or pee if she did that I will give her treat and let her play inside the house for a while. If she did not potty or pee I put her back in the crate for 5 minutes and try again. Eventually she knows, door open, outside ...potty/pee time. I think the crate training also help her to learn how to hold. I crate her 1-2 hours , follow by potty or pee time outside and play inside. I did not even use pee pad or xpen. I did this "religiously" and very consistent. I also would not let her play outdoor even if she pees or potty. After pees or potty outside I took her back immediately. If I can't watch her inside the house I put her back in the crate. Eventually I add the playtime and reduce the crate time. She is now 6 months and have the entire house to play. She sleeps in her bed at night and can hold for almost 9 hours at night.
BTW if she had an accident indoor, I took the potty and put it outside where I want her to pee or potty. Let her see and sniff. I hope this help. There are many methods but this one works for me.
