Whole wheat flour is all natural and unless your dog has a wheat allergy, it is perfectly safe to use.

I only use whole wheat or unbleached flour in my dog treats. I leave out the salt and I use honey and peanut butter to sweeten the treats. My furkids go nuts when I am baking lolol

There are several dog treat recepies out there. Are there any specific flavored treats you are looking for? I am sure I have a few that would fit your criteria without the salt and/or garlic.
