One other thing - if you really do want her to go on the pad - just teach her to go on command. Follow her outside (a leash helps) and say "go potty!" as soon as she pees. Once she gets it outside, put her on the pad and give her a command. I have used this when I have to put Loki on mulch or dirt or something not really resembling grass and he gives me this look like "mom, I don't want to pee here!" And he will go if I tell him to. I don't know if it would work inside though. He might pee inside but he absolutely refuses to poop inside. When he has to poop he will run around me in circles, bark at the door, swat at his bells or whatever it takes until I let him out
