Sounds like the conditioner you are using may be too waxy.

Personally, if you're not growing a show coat, I'd go buy some of the puppy shampoo from TROPICLEAN (AWESOME product-no soap, coconut based; and no perfumes/dyes). And not use a conditioner. It shouldn't be needed, unless you're bathing her more than once a week, and as a puppy you may. If you need a conditioner, I'd just get a dematting spray/finishing spray and use it SPARINGLY after her bath (after you've towel dried her, but before you blow dry her).
