Not uncommon at 13 weeks for his ears not being up solid. Shave the hair all the way down, on both sides. Buy some Breathe-Rite Strips Med/Large, Duo Surgical/Eyelash Glue (one in the same). Cut a strip in half, remove the clear plastic adhesive, apply a thin coat of surgical glue, with the biggest part down place in the inside of the ear as far down as you can get it, in the center of the ear. Hold until and press until the glue dries. It will come off on it's own, if the ear stays up you're home free, if not re-apply.

Remember and don't panic, the ears on some puppy's will go up and down during their teething period.
