It looks a lot like the things my beagle got as she aged. Do you have any idea how old the dog is? I would definitely have it checked by a vet. As for the skin, may I recommend two things: 1) Nutro dog food and 2) Lanatone supplement. I rescued a yorkie who had really bad skin from flea allergies and the Nutro food made a huge difference. If his skin is dry, the Lanatone really makes a difference as it's full of fatty acids. Keep us posted.
