When a set of tenants left us with a flea infestation in our rental property....I bombed twice and still had them so ended up having to call Terminex in to spray everything including the yard before they were gone.
As far as getting them off the dogs....the best thing is Capstar from the vet. One dose and bang...no more fleas, but the problem is, they will just get them back if they are in the house.
