The same situation happened with my Trini and her pups. She had the C-Section and we lost two and two survived. We now have two sweet 4 1/2 week old boys. Trini didn't want to feed them at first and my vet told me to gently hold her down and pet her and help the puppies nurse. It was very hard for the first two days because I felt I was being unfair to my Trini but the vet explained to me that she had to learn and it would all be okay and hopefully she would feel up to feeding them on her own, and she did. My smaller boy would not latch on and I had to bottle feed him every two hours, it is a long story but I learned a little trick that might help you: I had to let the bigger brother suck and get the nipple hard and "ready" for the smaller one and then I would gently open the little one's mouth by working my fingers to where the back of the mouth is and pressing the jaw gently & slowly open and latch him on. He got the hang of it on his own after a few days but for the first two weeks I made sure he got latched on.
