I just went to Arizona and brought my new yorkie Sizzle from AZ to NC . She was 14 weeks. I got a yorkie code but didn't say a thing and saved $80. She was my carry on. With the new restrictions, you might want to take a ziploc and bring some nutrical along and if it doesn't pass because it is more than 3 oz, put some on the ziploc and keep the rest in your luggage.
