Default When is it safe to let my older dog around new pups??

Hi Guys

My wee Cindy had a litter of 4 pups (all female) on the 5th Dec, they will be 3 weeks on boxing day , what i would like advice on is when will it be safe to let Toby (14 years old not the father) be around the pups?? its getting hard to keep them apart , he's even got a taste for Cindys puppy food lol.

I'm thinking its when Cindy will let him, at first she wouldn't even let Toby in the same room if he managed to get in for a nose but now she seems to let him stand and look in the whelping box, she still snaps if he gets to close but shes letting him get closer all the time , is it best to just let Cindy decide whens the best time ??

How good is it watching pups grow up by the way, its amazing the changes you see every day , how do you bring yourself to let them go? i don't want to but 6 dogs would be to much lol. we are keeping one though

Cheers
