Default Chicken broth in kibble might help.

I still refresh it and toss the old stuff often, but it just does not seem like near enough is getting eaten.

They are 4 months and 2 months old. They act like they are starving when they get a treat after doing their business outside. So, I worry they are holding out wanting to subsist on treats. I am giving the tiniest pieces of treat (chicken sticks) and need that incentive for housebreaking. I have also been trying different kibble to find one they might like better. I would so much like to put a 1/4 - 1/2 cup in a bowl and see them just eat it all. I guess I am asking for too easy.
Sounds like you have the opposite problem from mine. One of my dogs has diabetes, so she has to eat on schedule, twice a day. I found that if I put chicken broth in the kibble(sometimes actually warming it in the microwave if she is really being picky---how spoiled is that??) , she will eat on schedule.
