This will sound gross, but it should help. Take some of his poop outside and leave it in the area where you want him to eliminate. Dogs stimulate themselves to defecate by smelling old feces.

Be sure you have treats with you when you take him outside. That way, the second he finishes, you can give him a treat and lavish, excited praise.
