Oh my word, I wonder why they are changing. A lot of people like to be able to may payments until its time for them to leave. Easier for them to save money and know which puppy to buy. I dont let mine leave until they are between 10-12 weeks anyway, but its nice for me and buyers to have the time to search out which puppy they want from which breeder. That is really a shame.
