They should have completed their 16-week shots before being introduced to strange dogs and strange environments like dog parks where you don't know which dogs have been there and what crud they left behind. You can introduce your little ones before then if the other dogs have had all of their vaccines. My puppy school allows them in at 8 weeks as long as shots are up to date. I call it protected socialization. I did that with Gracie. I took her places with me but we only walked on pavement and I only introduced her to other dogs that I knew were up to date with their shots. I have a very friendly little girl as a result.
