I take Gracie into stores where I know it is OK, like Lowes, Home Depot, Bartell Drug, Michael's crafts. I scope out places when I don't have her with me, and if I see someone else with a small breed dog in a store, I will add it to my list and take Gracie there with me next time. She comes into the UPS store with me to get my mail. No one there has said a word. I would never try to take her into any store that sells food, or a book store where she could have great fun shredding if turned my back. When she was tiny, I took her everywhere in her Juicy bag. We got away with everything then. I found that using a carrier kept her from experiencing strange places on her own two feet. I finally ditched the carrier so she would get used to walking in strange places on her own power.
