It has to do with genetics...but you should always breed standard to standard. Just because you breed 2 tiny parents does NOT mean that you're going to get small pups.

Case-in-point...a friend has a 3 lb male. She bred that 3 lb male to her standard size pups. These pups were the largest these bitches have EVER had...6-8 ounces at birth. Needless to say, she was very shocked.
