Check with your airline. Most require only one dog per passenger in the cabin and at most 3 dogs in the cabin total. Jetblue might work with you if you explain your situation. Last time I flew to Miami a woman had a 30lbs dog with her and he wasn't in a crate. She didn't have any kinds of disabilities or needs she didn't want her dog to fly with the luggage.
